Purchased in 2019, the Carmichael site will be called Winding Ranch and features a retail center, and multi-family and single-family housing lots.

Pappas Investments purchased a 25.4-acre site in Carmichael, CA in 2019 and is developing the site as a mixed-use project. The project will be called Winding Ranch, and features a retail center along with multi-family and single-family housing. Winding Ranch is located at the signalized corner of Winding Way and Manzanita Avenue in densely populated Carmichael, CA. On the southeast corner of Winding Way and Manzanita Avenue, the Winding Ranch project would have a retail component directly on the corner and residential development to the south with close proximity to the American River College.
In the application submitted in January, Stan Mette, a principal with design and engineering firm Wood Rodgers Inc., described the proposal on behalf of Pappas. “This plan will rearrange the existing land uses, increasing the area designated for residential uses resulting in a mixed-use development including, retail, single-family detached and multifamily residential land uses,” states Mette’s letter. The application requests a tentative parcel map, major design review, conditional use permit for a gas station and a special development permit to reduce the floor-area ratio in a portion of the site.
Winding Ranch Town Center, the retail portion of the project, will feature a 24-hour, eight-pump gas station that will include a car wash. Seven other parcels will have retail and restaurant buildings of varying sizes with a drive-thru site that is currently available on the main commuter arterial of Manzanita Avenue. The total retail square footage for the project will total approximately 58,700 square feet and include anchor, shop space, and drive-thru pads.
The single-family and mutli-family housing will be a complement to the overall success of the Winding Ranch project as it will create a community that will have direct access to retail and restaurants.

Winding Ranch Town Center is slated to open in 2023 and currently features available retail and restaurant spaces for lease.
